NOTICE OF RACE (NOR)

The Organising Authority is Chipstead Sailing Club in conjunction with the Heron Dinghy Class Association.

  1. Racing will be governed by the Racing Rules of Sailing 2017-2021 ( RRS- http://www.sailing.org/documents/racing-rules.php), and the prescriptions of the RYA, this NOR, and the Sailing Instructions (SIs). Competitors are expected to sail in accordance with the RYA Racing Charter.

  2. In the event of any conflict between this NOR andthe SIs, the SIs shall prevail.

  3. The exoneration penalty (and the advisory and RYA Arbitration) of the RYA Rules disputes procedures may be available.

  4. Eligibility and Entry

  5. Any member of Chipstead Sailing Club who owns or is borrowing a Heron, and visitors with a Heron are to sign in at the clubhouse between 09.00 hrs and 10.00 hrs. Boats may be sailed crewed or single handed.

  6. Heron Dinghy Class Association members are eligible for Association Trophies.

  7. Any member of Chipstead Sailing Club aged up to 18 years taking part is deemed a Member of the Association for the day.

  8. All Helms (or parents or guardians in the case of helms under 18) must sign a declaration prior to going afloat accepting the Safety and Disclaimer clauses 13 and 14 and declaring that they have insurance cover as stipulated in clause 15 and declaring that their boats are in good condition, properly equipped and that they and their crews if applicable are fit to participate.

  9. The replacement of a helm or crew will only be permitted by approval of the Race Committee.

  2. Notices to competitors (including any changes to this NOR and Sailing Instructions see 6.1 ) will be posted in the clubhouse.

  3. The Sailing Instructions will also be available before the meeting as in 6.1

  4. A briefing will be held at 10.15 hrs on the day near the course board at the entrance to the clubhouse.

  5. Schedule of Races

  6. Three races are planned; one 1 hour and 15 minute race in the morning and two 1 hour races in the afternoon. All times and durations are approximate.

  7. The earliest start time will be 11.00hrs. Start times may be varied and extra briefings called at the Race Officers discretion.

  8. No warning signals will be given after 16.00hrs

  9. Scoring System

  10. The Low Point scoring system, RRS Appendix A will apply. Average lap times will be used.

  11. A boat’s series score will be the total of her best two races, with the third discarded. If only two races are run, both will count.

6.1 The Sailing Instructions will be available at registration and may also be downloaded at www.chipsteadsc.org.uk from April 4th. 7.1 The racing area and courses will be shown on the course board at the at the entrance to the club house and will be explained at the Briefing - para 3.2

8.1. The Time Limit will be 30 minutes after the leading boat finishes. This changes RRS 35

9 Protests and Requests for Redress 9.1. Protests or requests for Redress must be lodged with the Race Officer within 30 minutes of the last boat finishing. Protest forms will be available from the Race Officer.

10 Measurements

10.1 At the discretion of the Race Committee boats may be subject to scrutiny and/or measurement at any time, before, during or after the event.

11 Radio Communications 11.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

12 Trophies and Prizes 12.1 There are trophies for the winning top three boats.

13 Safety

13.1 Personal Flotation Devices must be worn at all times while afloat and on the pontoons except briefly while adjusting clothing or personal equipment. Wet or dry suits do not constitute personal flotation devices. This changes RRS 40 and the Preamble to Part 4.

14. Disclaimer of Liability

14.1 Competitors participate in the open meeting entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

14.2 Helms are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore. No valuables should be left in the changing rooms or club house.

14.3 The provision of a Race Management Team, patrol boats and other officials and volunteers by the event organiser does not relieve helms and crews of their own responsibilities. Patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.

15. Insurance

Each participating boat shall be insured with valid third-party liability insurance a minimum cover of £3,000,000.

16. Membership All visiting entrants will become temporary members of Chipstead Sailing Club for the duration of the Regatta, after signing the disclaimer in par. 2.11, and payment of a fee.

17. Catering Light lunches and beverages will be available.

18. Car Parking There is ample parking through the barriers into the Club car park. Any cars left in the car park at the end of the day when the Club is closed are likely to be locked in.

19. Foreshore. No cars are to be parked on the foreshore.

20. Dogs. Dogs are not allowed in the clubhouse, and owners are expected to keep them under control and clean up after them.
